Vladimir Menin, 43, who police said was driving with a suspended license and had a blood alcohol level twice the legal limit, faces 16 charges, including aggravated vehicular manslaughter and drunk driving, the NYPD said.

Aissatou Diallo, 49, of Staten Island was struck just before 3 a.m. Monday as she stood outside her Chevy after a tire on an SUV driven by a relative went flat while she and family members were returning from a wedding in Queens, they said.
